Mientras el Ártico se derrite, en la Unión Europea seguimos dotándonos de instrumentos y mecánicas más y más integradoras. Ahora tenemos el "Semestre Europeo". Cada uno de los 27 miembros que quedamos (tras habernos dejado por el camino al que nos ayudaba a mantener la cordura atlántica) nos contamos los cuadros macroeconómicos que nos ocurren. El Consejo: los 27 jefes de estado y de gobierno sentados en una mesa, cenando, chocándose los codos en los pasillos. Este es nuestro momento actual de institucionalidad. También tenemos un personal técnico que elabora propuestas: la Comisión. Ahora la Comisión plantea una propuesta económica para afrontar la pandemia. Los Gobiernos representados en el Consejo (esa cena) ostentan la legitimidad y tienen la llave.

¿Qué ha pasado, dónde estamos? Ha pasado que tenemos una pandemia. El planeta está sacudido por una partícula de tamaño ridículo pero cuya correosidad le basta como para colapsar nuestros pulmones y nuestras economías. Ha entrado anecdóticamente por ciertos sitios, y ha golpeado en su primer golpe con relativa sorpresividad. Aunque se nos decían cosas, no estabamos preparadas, en cuanto a mascarillas, a almacenamiento de desinfectantes como alcohol, a cantidad de camas de unidades de cuidados intensivos, en cuanto a serenidad. Y aun así galopamos el primer sunami. Los hospitales en riesgo de colapso no han llegado a petar salvo en la zona cero de Italia donde se han visto escenas terribles. La realidad de los cuidados se ha visibilizado con la situación de nuestras personas mayores donde la muerte se ceba y el dinero y la gestión se muestran crudamente fallidos. Eso a lo largo y ancho de todo el continente.

Hemos parado la actividad, un coma inducido. Eso ha funcionado lo suficiente como para convertir el crecimiento exponencial de la expansión del virus en algo que ya no lo es. Suecia ha intentado no alterar la economía con una aproximación menos restrictiva pero no le ha salido mucho mejor. Se ha parado, han parado los aviones, han parado las discotecas, los cines, los teatros. Hemos parado y con ello hemos parado al virus. Como realidad única, como entes compuestos, hemos reaccionado conjuntamente. Las personas que dependen para su subsistencia de esa obra de teatro cuyo estreno se tuvo que cancelar, han seguido comiendo, la berza de su plato cultivada puntualmente ha sido pagada a veces con recursos de las instituciones sociales. Los estados hemos reaccionado para que el parón de la actividad no golpee excesivamente a grandes capas de la población. La gente, aun sin poder seguir trabajando, en gran medida hemos seguido teniendo una capacidad mínima de subsistencia. Esto es estratégico. Llueve, hay tormenta, y en ese trance guardamos el bañador y la toalla de playa, pero no los destruímos. Llegará el momento en el que muestren su utilidad objetiva de nuevo. No nos usamos y tiramos tan fácilmente.

Y aquí viene el tomate. ¿Puede o debe el centro y el norte europeo sufragar los platos rotos que se han roto en el sur de Europa con los dineros de los impuestos de las personas físicas contribuyentes austríacas, neerlandesas, alemanas? España ha puesto en la nevera a trabajadoras mientras dura la V del impacto económico de la pandemia. Hay personas trabajadoras que no pueden trabajar por la bajada de actividad pero que en vez de estar en desempleo están en pausa, y se le paga entre todos y todas. Ese "entre todos y todas" es actualmente dentro de las fronteras del estado. ¿Se podría ser en vez de dentro de las fronteras del estado, algo que fuera "entre todos y todas" dentro de las fronteras de la actual Unión Europea de 27 estados?

El esfuerzo para sobrevivir a la pandemia, y para sobrevivir a la crisis climática, es colectivo. Si una parte del continente no lo consigue no habremos culminado la tarea. Se ha de recuperar la manera en todo el ente, o el ente no habrá sobrevivido. Como ente estamos dispuestos a compartir y explicarnos los criterios, los detalles. Eso ha de ser entre la gente, no solo entre los equipos que nos lideran. Entre la gente hemos de ser capaces de traducirnos, de entendernos, de tener discrepancias y de aceptar aparcarlas. Los Paises Bajos podrían aceptar que en España haya jubilación pagada o un salario mínimo digno mientras que desde el Sur podemos dosificar nuestra rabia por los paraisos fiscales.
